Ornithocephalus continued the size reduction that originated with Scaphognathus and was at the base of a new clade of pterosaurs, the Ornithocephalia, defined as Pteranodon, Ornithocephalus, their last common ancestor and all of its descendants.
Included within the Ornithocephalia are Pterodactylus, Germanodactylus, the Dsungaripteridae, the Tapejaridae, the Shenozoupteridae and the Pteranodontidae -- plus all the smaller and fewer taxa sprinkled at their bases.
Following a secondary size decrease in SMNS 81775 and No. 6 (in the Wellnhofer 1970 catalog), pterosaurs began a slow growth in size culminating with the giant crested forms, Tupuxuara and Pteranodon.
All shared a very sharp set of jaw tips.
